What is LEAP?

The Law Enforcement Access Portal, or LEAP, is a portal for approved law enforcement personnel and approved prosecuting attorneys to submit subpoenas, warrants, or court orders for information contained in the Texas Prescription Monitoring Program (PMP). Under the Texas Controlled Substances Act, PMP information may only be released to a law enforcement official or prosecuting attorney that is engaged in the administration, investigation, or enforcement of a law governing illicit drugs and may only be used for that purpose.

Registering for LEAP

Who can register?

Registration for LEAP is limited to law enforcement and prosecuting attorneys.

What materials are required for registration?

Qualified law enforcement registrants are required to submit:

  • A completed, notarized Law Enforcement Access Request Form,
  • A scan of their driver's license, and
  • A scan of their law enforcement credentials (front and back).

Qualified prosecuting attorney registrants are required to submit:

  • A completed, notarized Prosecuting Attorney Access Request Form, and
  • A scan of their driver's license.
